aliens outside of the United States have Constitutional rights

The order comes very close to saying that very thing. It is at the link. Read it, and see if you don't conclude that the 9th is claiming that people outside of the US are entitled to Constitutional protections when they engage with the government of the United States, even when they are non-citizens outside US soil.

Yes, of course, that is a Leftist theme. But aliens, especially those outside U.S. soil, have NO Constitutional rights. That is absolutely harebrained.

I’ve read the opinion.

I THINK it says that all persons on Earth, especially aliens who do not reside in the USA, have due process rights pertaining to a) Visas and b) Sojourning in the US, and by extension c) Green cards and (probably) d) voting.

It definitely says that the People, through their representatives, have NO RIGHT to pass the laws under which they will be governed, or at least no right that any court or Federal judge is bound to respect.

It is naked revolution.
