Yes they can. Some day the Supreme Court will rule that ANY immigration enforcement is illegal and that people from anywhere in the world have a Constitutional right to come here without restriction.

These judges change their opinions based on idealogical winds and they have zero respect for the Constitution as it was written or the rule of law.
Yes they can. Ever here of the “abortion litmus test?” Bad for Reagan and Bush. Good for Bill Clinton and Obama. How about the “nuclear option?” Terrific when Harry Reid did it. Terrible for us to do now.
