If people had doubts about the Mexican government being influenced and controlled by drug cartels, well, they can put that doubt away.
In a stunning segment on Fareed Zakaria’s CNN broadcast today Mexico’s former foreign minister, Jorge Castaneda, states the Mexican government is willing to counter U.S. President Donald Trump policy by unleashing drug cartels upon the U.S. border.

Possibly not as many make it from MA to Arizona as do Western Canadians. But unlike the rest of the country during winter, AZ is usually dry. Drier than Florida, even when it's not raining (in Florida). But it can rain in AZ in the winter. Quartzsite is in dry-bone area though, not much rain there at all. Supplying water for all those RV'ers is a challenge to area government and private enterprise.
Just off-hand I would wager Phoenix and Tuscon get more rain than Quartzsite.

How about a wall in Mexico, on the other side of a five mile wide DMZ.
Thought about buying an RV trailer then looked at all the ones for sale that were only one or two years old. Obviously people quickly got tired of them

There’s an appeal to stripping your life down to bare essentials and hitting the road, for a growing number of people, even working age rather than retired. Follow the mild weather around the country, work in kind to pay for the campground site and utilities, do freelance or contract work remotely for income. Even Amazon has programs for “WorKampers,” it’s gotten that prevalent.
The type of RV or trailer tends to matter. Some are a lot better for live aboard than others. Some are true four season, most aren’t. Many research what’s available and renovate older RV’s and trailers. Airstreams age well, well constructed, hold their value, well designed. Old GMC motorhomes are the same if you’d rather have an RV and tow a small car or SUV. Many others that fit the bill, too, it’s a whole subculture and a growing one.
I had an old GMC basically land in my lap for a very good price and am seriously considering doing this, myself.

It is apparently pretty difficult to live in the US
without a permanent mailing address for
driver’s licenses, vehicle taxes, vehicle insurance, etc.
It can be done, but it is pretty tricky.
You’d need a “home” state and permanent address, true. There are services that forward mail. I’ve been working on the assumption that the travels would bring me back home to where my extended family is at least once a year, probably around Thanksgiving through Christmas, then back on the road. So, my “home” would still be where I am currently, I’d just be gone eleven months out of the year and would no longer need to own a house.
You would definitely have to have a home “port”
and a person there who would forward your mail to you.

to a court summons for failure to report to jury duty.
There’s some old family land with a vacant lot having well and septic, I would plan to set it up for RV connections and use that for “home port.” Mail would be sent to prearranged mail drops by a forwarding service. Being out of state for an extended period on business should get you dismissed from jury duty, just call the county clerk of court before the cutoff date.

This is just proof the wall is needed because the Mexican government is corrupt.
If it was not, then how could he make these threats?

Leaving the central area to a new government down there. A new government run/ruled by the brown Hispanics not the white Castilian Racist Conquers. The white Castilian racist rulers, who force the brown Hispanics to come to America for jobs, education and healthcare.
