In a case I know of, the person recording a conversation entered the room where a meeting would take place, left a coat hanging on a coat rack with a recording device in the pocket, and then left the room before the meeting even started. In a case yet to be discovered, the person entered the room where a meeting would take place, left a coat hanging on a coat rack with an EXPLOSIVE device in the pocket, and then left the room before the meeting even started.

An explosive is totally different. A recording device (cell phone) is easy to get past the Secret Service, since it is not what they are looking for.
