I doubt Trump will do this, but I think DHS should be shut down. When the Democrats get control of it again - which they will at some point - it will be used against law-abiding Americans.

Agencies created by law cannot be “shut down” by the Executive. This goes for HS and all the other favorites around here.
That is well and good since it will have a lot to do getting rid of Illegals.
