Is he in a light blue, almost grey hoodie? I can’t find the clock behind him, but I had a wonderful time finding all the FBI snipers on the roofs. Wild. It only make this photo cooler than it was before.
...or maybe you can’t see shadows since it was an overcast day! *sigh*
The only problem with EXIF data is that it relies on the camera user setting it up properly. For example, both of my cameras are set up in daylight savings time, eastern time zone. So right now, it’s an hour off. If the camera was set up in mountain or pacific time, that is reflected in the EXIF data as well.
Ah, could be. I haven’t been to Washington in a loooong time. I remember some of the buildings around there, but drew a blank on that one.
The CNN giga-pixl shot from the WhiteHouse end puts the clock tower at the far end of the mall. The clockface on the Whitehouse side of the Smithsonian is in the shade and not lit well but the blurred lines of the hands are still there.

That’s the one. He has a cellphone in his hand. Wearing white pants. Going from memory, there is another guy kneeling on the platform. Several blocks down that street, parallel to the Mall, is the tower. It appears to be the same level as the Washington Monument. That tower has clocks on the two visible faces. It might be the Old Post Office Building.
