Anger in Russia as Bill Aims to Decriminalize Some Domestic Violence

Just days after huge crowds of demonstrators took to the streets in cities around the world to voice their support for women's rights, Russia is set to advance legislation that would decriminalize domestic violence.

The bill would remove criminal liability for assaults against family members, which were first-time offenses, caused no injury that required hospital treatment and excluded rape. Instead, such assaults would become an administrative offense, meaning they would result in fines rather than jail sentences.

The legislation was introduced by ultra-conservative lawmaker Yelena Mizulina, who gained international notoriety as the architect of Russia's controversial law banning "gay propaganda".

So...basically what we have here, but we still call it a crime and you can get an order of protection.

I disagree with both country’s approaches.

If my BIL slapped my sister a few times but didn’t cause “significant injury”, I would still want him to spend the night in jail.

I’ve worked with victims of domestic violence. Incidentally, the victim is not always a female; it also can be a male assaulted by a female family member, a friend or a partner.

As a rule, and in my guesstimate, 80% of first time offenders will repeat their behaviour. Often, fines are not sufficient deterrent. Any assault case, must be individually investigated from the moment it’s reported, because if not taken seriously, the second assault can lead to murder, manslaughter or irreparable physical and/or psychological damage.

I would still want him to spend the night in jail.

If my BIL was slapping my sister, he'd spend a few days in hospital.

What if your sister slapped your BIL?

The problem here is mandatory arrest and prosecution even for minor fights when nobody involved wants to press charges. It puts them into the legal system, takes away their second amendment rights, and can bankrupt working class families with legal bills. But the lawyers make money, and laws are mostly written by lawyers.

I posted this because of previous Russian legislation in the areas of Homosexual agenda and NGO activities.

I have not yet researched the subject of Russian domestic violence to a point where I can give an informed opinion on this proposed law.

I have, however, researched the Russian Homosexual agenda and the activities of numerous NGO's in Russia, and found that the Russian legislation on those subjects was significantly miss-characterized and falsely represented by Western Media, governments and Progressive Leftist degenerates.

I will reserve my comments until then.

(Other than the wiseacre ones)

Agreed. It will be anti Russia/Trump propaganda from here on out.

Mine was an emotional response.

Of course one has to know the whole story.

As far as the FReeper mentioning that arrests are made even if no one wants to press charges, that is VERY rare unless there’s serious injury.

Despite the media hubbub, this doesn’t seem such a big deal.

Remember that not only do men hit women and children, but women hit men and children as well. It basically moves to a normal social position held in the US not too long ago.

Of course, there are always those who take it too far, and that’s when the police get involved, often based on complaints from neighbors.
