It used to be that generals were given three years at a job.

This helped keep things from getting stale.

The generals knew they had three years and that gave them a sense of urgency.

People like being generals/admirals. They’ll stay there forever.

That really slows down the promotions.

You need the new blood. This Soldier is 65. How much does he know about his 18 year old Soldiers?

If he's any good, he knows a lot about his 18 year soldiers. I did. I walked the flight line every day when I was activated for Desert Storm, and I was only an 04. My CO wanted it that way! 'Course I was only 51, but to an E-2 I was ancient!
