Mixed feelings on this--it was instituted, supposedly, to have mercy on people fleeing communism. Those fleeing the poverty of Haiti, etc. are not given that privilege.

Prior to the 1995 wet-foot/dry-foot provision, we were not sending any intercepted on the water back to Cuba. Clinton changed that, and allowed only those fleeing Cuba who actually made it to shore to stay.

Good. It was an insane policy to begin with. And Clinton was right to send Elian to live with his father. A child belongs with his or her biological parents unless there is some immediate grave danger. It was carried out in an idiotic way with the militarized police though.
