Assuming the society allows for inheritance (and it should), some can come into wealth without working all that hard if they are born in the right family, make the right kinds of friends (patron) or are born with an uncommon but desireable skill. Raw capitalism would also allow for fast-talkers who can take advantage of hard-workers/already wealthy without actually lying or breaking the law.
