Often, the road to hell is paved with good intentions. This expression certainly applies to Californias SB 1322, which prohibits the arrest, and in most cases, the detention, of minors engaged in the sex trade. The intent of the law is to treat these children as victims rather than criminals. However, instead of protecting children, the law will likely create more victims.
SB 1322 allows for a child prostitute to be apprehended and temporarily held by law enforcement but not arrested or charged with a crime. The child can then be placed in a safe environment by the Department of Child Protection. The operative word here is can. This is where the situation gets complicated. Often it is not safe to send children back home because home is where they were sexually abused or first trafficked. Many states lack facilities that specialize in the rehabilitation of underage sex trafficking victims. Likely, the children who are released will return to the domination of the pimp. Moreover, the lack of a criminal charge means the child cannot be compelled to testify against their pimp or the pedophile exploiting them.
The law, despite its good intentions, results in less protection for the child. Pimps control their merchandise by coercion with threats of bodily harm to the child or to his/her relatives, sometimes by forced drug addiction. The law will encourage pimps to target minors because minors will be able to return to the sex trade faster than adults after being caught.
In addition to these issues, the law offers no protection for prostitutes over age 18 who would like to escape the clutches of their pimps. Many adult women and men prostitutes entered the sex trade as teens. They are victims, too!

A sensible treatment would depend on the willingness of the child to have participated in this activity. A kid being pimped at gunpoint probably isn’t being a juvenile delinquent to do it, although delinquency might have gotten her or him into that situation in the first place.
And then we can have the ugly situation of youth pimping other youth, which doesn’t look perpetrator-less from the peanut gallery.

Child Prostitution, an old and deeply ingrained tradition among certain devotees of the religion of Moloch, calls for the sacrifice of children, and these children are being sacrificed just as surely as if they were being passed through fire, as they live a short, troubled life, often expiring at a very early age, miserable and unloved.
The doors are being thrown open for ever greater numbers of drifting and abandoned youth to fall into this abyss, by NOT taking them out of this environment, but tacitly encouraging the growth of this nefarious enterprise, to profit those who would exploit what is now a new loophole to escape prosecution for “pimping out” the unsophisticated and vulnerable youth.
This is SO progressive of the California legislators.

I have a hunch that a large slice, if not all, of this activity is related to illegal alien activity. Since California doesn’t want to give up the welfare bennie train brought by the illegal aliens, it whitewashes the resulting crime statistics.
Draining the swamp is the answer having the most leverage. Invite these troublesome visitors in no uncertain terms to leave or be bidden an unceremonious goodbye, will remove the kingpins in a lot of other related operations. And with this, will be removed a large piece of the “well everybody else is doing it” social moral shield.
Ideally, society should learn enough dignity not to want to do these things, whether or not children doing the bidding of adult pimps is called juvenile delinquency or not. I’d agree the adult pimps are by far the worst culprits, because they are taking advantage of those in a vulnerable situation. It often turns out (I hear it in my home city of Omaha) that even where there are no accusations of juvenile delinquency, the kids still end up in what is, by everything but name, a jail — because nobody else is taking care of them or wants to take care of them. So this is close to a distinction without a difference.

I thought the picture of the young Jody Foster in the movie — Taxi Driver, was the most obvious picture that comes to mind for this topic. The iconic picture isn’t hard to find via google.
But it’s still more effort than they spent researching the prostitution of minors in California.
As an early adopter of abortion, California began paving this road long ago.
