Santiago-Ruiz grew up in the southern coastal town of Penuelas in Puerto Rico, said his brother, Bryan Santiago. He joined Puerto Rico’s National Guard.
He was deployed to Iraq in 2010 and spent a year there with the 130th Engineer Battalion, the 1013th engineer company out of Aguadilla, according to Puerto Rico National Guard spokesman Maj. Paul Dahlen.
After his tour, he was hospitalized for mental problems, then went back to Puerto Rico, where his father was ill and eventually died, said Ruiz Rivera, his aunt.
While in Puerto Rico, Santiago-Ruiz was in therapy for his mental problems, his uncle said.
The Iraq War veteran eventually made his way to Alaska, where he fathered a baby born in September.
A spokeswoman for the Alaska Army National Guard said Santiago-Ruiz joined the Guard there in November 2014, but general discharge from the Alaska Army National Guard last year for unsatisfactory performance. Lt. Col. Candis Olmstead did not release details about the discharge, which was in August 2016.

I was in the car driving most of the day, and listening to Hannity’s false narrative about a gun in checked baggage.
He knows better than the garbage he was spewing. You can carry an unloaded and properly locked gun in checked baggage, but no cartridges are permitted.
Air Canada said nobody had checked a gun on any of their flights. Where did Hannity get the nonsense about him being on Air Canada?

So why did he still have a valid permit? Sorry, there are a lot of things that don’t add up. Starting with how a guy with domestic abuse charges, medically diagnosed mental issues (command delusions), and a host of other red flags got on an airplane with a checked handgun (they don’t just let you put one in your checked bags with no paperwork) and then shot up an airport.
Either gross negligence, or... Well something is off.
It appears the gun used was a 9mm Walther PPS, model 1 (lever magazine release at the bottom of the trigger guard) according to my source. Very good handgun. No safety except for trigger type. 7+1 or 8+1 depending on the magazine used.
