The NSA will have to satisfy itself with being the most powerful intelligence agency in the world. President Obama, rushing through some last-minute presidential business before handing over the title to an aspiring plutocrat, has split up the nation's cyberware command. This siloing prevents Cybercom from being run by the same military officer who oversees the NSA.
While the dual-hat arrangement was once appropriate in order to enable a fledgling Cybercom to leverage NSAs advanced capabilities and expertise, Cybercom has since matured to the point where it needs its own leader, Obama said in a statement accompanying his signing of the 2017 defense authorization bill.
Basically, no one man should have all this power. This scales back the NSA's offensive involvement, leaving it to play defense for the US government -- a limitation it's never been happy with.
The offensive end of the nation's cyberwarfare will now have its own leader, which points towards an increase in offensive efforts, rather than tighter handling of the reins.
Sticking the NSA with defense doesn't make it happy, considering the wealth of offensive weapons it has at its disposal. But having a new singular focus may help it refine its pitch for a cut of some unfiltered domestic data. The NSA would rather be in on the ground floor of the information sharing forced on private companies by the recent passage of cybersecurity legislation. If it can defend the government's most sensitive networks, surely it can be trusted handling the civilian side as well?

I hope we will eventually get to see what really went on behind the scenes in intelligence during this election cycle. There has been a war waged within our government.
The Obama administration is trying to cover up a lot of things in the waning days of his administration and they are all geared to prevent Trump’s new DOJ from taking action. The only thing I can come up with is the Clinton Foundation was the money laundering operation for the globalists and it was all run from Obama’s State Department with help from the UN.
And the NSA has all the data.
The whole justification for Homeland Security was to centralize intelligence, now we need another not her new agency to decentralize it?

Judge Napalitano has located a former NSA employee named William Binney who has gone on camera to state that WikiLeaks got the email dumps from the NSA This story matches the story of Assange and the U.K. ambassador.
I suspect that this shuffle is a cover for Obama’s attempt at retribution. There is probably some personnel redistribution which is meant to be painful.
BTW: William Binney, formerly of the NSA, says that his contacts revealed that Hillary’s server being hacked resulted in more than one overseas operative being killed. Thus, the NSA wanted to pull the plug on her candidacy.
Perhaps Comey’s late announcement of further investigation during the campaign was done either in conjunction with the NSA out of deference to their concern about Hillary or due to extortion from the NSA.

I agree, far too typical. Gratuitous insult that has nothing to do with the information in the article. It seems there is no journalists who can resist.

Upset with NSA providing information to wikileaks?
How does Tim Cushing know this? If he does know that NSA has one or more cyber weapons, then he has leaked classified material and should be persecuted and prosecuted. Or else he is talking through his hat and it is fake news.
It won't work. Trump will have access to the entire file cabinet, intel, data, et al, not to mention lots of victims laying around who'll will be more than happy to talk.
