Actually, after seven years and eleven months and a week, it's not an appropriate way to end anything, and it's definitely not an appropriate time. Any action now just muddies the water and puts things in place the Trump administration might not have agreed with.
And if Obama had all this rock solid intelligence he claims, then that intelligence should definitely been passed along the Trump. Hard to believe that any solid intelligence of Russian intervention in the election has been passed along.
