Actually we are punishing Russia for Podesta’s poor judgment. He received an email requesting he update his email account password. On taking it to DNC IT they told him it was a phishing scam. So taking that advise he updated his email password using the link provided in the email ... and, low and low and behold, Russia pays the price.
Democrat operatives never admit they screwed up, but protect their hubris by doubling down.

Anytime I see a disclaimer like this I know the report is bullcrud and the disclaimer is a CYA maneuver. This is like relying on an accountant’s compilation instead of the required audited financial statement. The writer has no responsibility to verify what is contained within the report, merely state it in an accepted format. For this we expell diplomats and close compounds? Apparently President Obama’s parting gifts to America are to destroy relationships with Israel and Russia.
January 20th can not get here soon enough.

And more than half of the report consists of recommended strategies to avoid future hacks. The "proof" of the hacks consists of about four pages of assertions, backed by little if any actual evidence.
