There was a big news story a couple of weeks ago about Port Authority cops raking in massive overtime without actually working the shifts (just sleeping, I guess); people are tired of this crap and fleeing if they can. When these costs are used to justify higher fares/tolls, and the money is being stolen outright, it chases away people (and their employees) to places that will be much more accommodating...
