LOS ANGELES (AP) State Attorney General Kamala Harris and the California Coastal Commission on Monday filed a lawsuit challenging the federal government's recent finding that fracking off the state's coast has no significant environmental impact.

In short, she wants to sue the Feds for something that they wrote rather than something that the Feds have actually done. "I reject you conclusion, so I am going to sue!"

Who has jurisdiction of the continental shelf off the coasts? The feds, or the states?

There might be some frac operations on a few wells off the CA coast, but probably not too many, simply because there aren't that many wells offshore in CA.
Part of the problem is that environmentalist wackos call any phase of drilling/completion operations "fracking." In reality, of course, hydraulic fracturing (or "fracking") is one well stimulation technique that might be employed during the completion of a well, but it is just one operation out of dozens that occur in the process of drilling and completing an oil/gas well. But to the environmentalist wacko, any oilfield operation is "fracking." Examples:
1. Building a well pad, build roads to pad site: "Fracking."
2. Moving the rig onsite and rigging up: "Fracking."
3. Spudding the well and drilling to total depth: "Fracking."
4. Moving the drill rig off and bringing in a coiled tubing rig to drill the horizontal leg: "Fracking."
5. Running casing into the open hole: "Fracking."
6. Perforating the casing in the pay zone: "Fracking."
7. Bringing in frac tanks and conducting hydrofrac operations: "Fracking."
8. Moving equipment off site, building storage tanks and pipelines: "Fracking."
9. Site cleanup, build fences, cattle guards, re-grade/repair roads: "Fracking."
The above isn't intended to be a comprehensive list of activities in the drilling/completion process, but it will do for illustration. Now, in reality, of course, the frac job is just one item on the list (#7). There's a whole raft of activities that need to take place in addition to #7 in order to successfully drill and complete a well.
Environmentalist wackos, however, label every step in this process as "fracking." It doesn't matter to them whether you're rigging up, drilling, running casing, perforating, rigging down, or doing site cleanup, none of which, in truth and in fact, are fracking.
It's all fracking to them. Even if you don't do any hydrofrac operations at all, to the wackos, it's still fracking. If you are driving the rig down the road to the next job site, that's fracking. Never mind that the rig is rolling down the road and isn't drilling at all, and there's not a frac tank within 100 miles of that rig. To the EWs, you're "fracking."
