"Where’s the “recreational drug use doesn’t hurt anybody” crowd on this?"

It's not that there is no cost, it's that there is a profound question of whether I should care if they want to kill themselves.

Drug users can't face reality. Morally, I have a modest problem with taking them out into the parking lot and blowing their brains all over the f#cking pavement.

I cannot, however, understand the compulsion to use the government to stop them. Anyone wants to, sell them 1 lb of 100% pure heroin. Dump the body in the local landfill, for the crows and gulls. Write down and file their names, if it satisfies some OCD thing, but don't agonize over it.

Stop spending public money trying to stop it. Or, burn the billions in a BBQ grill. Same effectivness.

You should study up on the behavior that substance dependency engenders in people. They will do anything to feed their habit. And that means innocent people get hurt.
