I believe the “Motor Voter law,” put forth by Wendell Ford, liberal Senator from KY, years ago, made that possible. If I understand correctly, it was a scheme to try and insure that Democrats would never lose an election because you are registered to vote when you get a driver’s license. You do not have to prove anything else and it applies all over the country. Quite a problem for real American citizens, if true. Democrats and the left wing are like the dog chasing the car. They will not like what they get when they succeed with their un-thought-out aggressions.
The way to solve the California, and other similar problems, is with tough bankruptcy laws for states. No bailout, but reversion to territorial status. No Senators of voting Reps, and the now defunct ‘State of Bankruptcy’ could resolve its financial issues before re-applying, in whole or in part, for re-admission for statehood.
