Last Thursday, German police arrested two teenagers aged 15 and 17, accused of plotting a terror attack on a public institution in Aschaffenburg, in north-western Bavaria. Police found Islamic State flags and propaganda material in their homes.~~~~~~~~~~~~~~~

By state law, he can’t be charged. Maybe counseling and “grounding” at home but that’s about it. The thing is that the family will have neighbors watching and reporting on the kid now.
If I were the judge, I’d order all computers in the house removed for a year, and ensure he had no cellphone.

Either he’s a tool, with explosives supplied by someone, or he’s a friggin’ if misguided genius to get all that together at the age of 12. My vote’s for the first choice. The German government is even stupider than ours.
