Because some WH flunky decided to mess with the right wing. They had the time, the opportunity and the tools. Adobe could do the scan and provide the layering using the OCR function. It's a very simple function to turn an uneditable scan into an editable document. It's not perfect so some letters and boxes are converted to editable and others are not.

I am just practical and rarely waste my time on manufactured conspiracies. I carefully considered the entire BC issue based on all the evidence in 08 and decided back then that it was a lot of nothing. I got attacked back then far worse than now, so I really could care less what you think I am.
