Rudy is a little too old for the incredibly rigorous, demanding job and he knows it....plus he heads and is the chief guiding-light and busine$$-sponge for his profitable far-flung NYC security company and he would probably have to diddle around his financial interests in many negative ways if he were appointed.....plus, he loves NYC, it's in his blood, why on earth would he want to uproot at his age and move to and live among the creatures in Swamp City interrupted constantly by living out of suitcase as he, of necessity, has to tromp all over the world.
On Trump's part, in a non-derogatory way towards his friend Rudy, I think he's looking for a slightly younger, more sophisticated, more urbane-looking person for the job....someone with a more fleshed-out experience in higher-level international circles.
I don't look at this as a snub to Rudy by Trump, not at all. Donald is loyal to Rudy as Guiliani is to Trump....and believe me, they will do very, very well by and for each other in some important capacity in the future new administration.

Concur. Rudy has spent much of his life as a public service. From the sounds of it the security company had some on the brink developments that may be profitable and he could market it world wide. Now he still can!

Rudy and Trump are really great friends and have been through much together in the past.
Rudy is giving Trump the opportunity to create the Cabinet he wants.
And Trump will always value Rudy’s advice.
Rudy has his own business interests, and does not want to be boxed in by political concerns right now.
Rudy said if Trump needs him in the future, he is available.
Totally agree-—none of this from Team Trump-—but Rudy just wasn’t a good fit. His focus was always New York, not “the world.” The Exxon guy, Tillerson, would be fine.
