Let’s say only 1 person lived in a county and 1 million lived in another one. I don’t see the point of counting counties. A county is a land mass.
Your saying doesn’t hold water. One person could not keep a county up and run it, Your premise is based on true Democracy and that is why a True Democracy doesn’t stay around to long.

By your logic, California would have Forty Senators,
Congressional districts are not counties. They are boundary units drawn by population. The example I pasted was not particularly representative of the districts around NYC but, I think it showed the imbalance of popular vote counting.
