I think I understand the article to say the court can halt it at any time and that without really commanding it the recount is to be completed by the 19th.

Schuette screwed up in his filing. He asked for relief on two fronts. The first was to deny the recount. The second was some mangled combination of allowing the recount but stopping it if it couldn’t be completed by a certain date. So he gave the judge an option and the judge took the second. Really stupid. I’m obviously not a lawyer but when I read the motion it just stood out as beyond stupid to give the judge the option he took.

Everything I have read says all the states must certify their results by the 13th- a week from tomorrow.

The actual voting by the Electoral College is on the 19th.

Am I wrong?
