Well, yeah, they always were. The social reformers had no idea how to warehouse all those relative unemployables that swarmed to the big cities, so HUD was the response in trying to keep what would otherwise be homeless people in one place so they could at least be counted. When cities found out they were also a potential voter base, the symbiosis became complete.
HUD primarily manages an entitlement, so yes, it is largely in the role of psychologist/social worker.
Ben is a good man who can articulate the conservative vision well. He could very well be a very effective spokesman for a HUD that makes real changes to actually help those who are used to just getting handouts.
He should probably have a good lieutenant cleaning out the bureaucracy for him—and Trump’s team can likely locate such.
In a sense, yes. There can not be any improvement unless there are those who develop a positive attitude who strive to improve things.
