They fund construction, using our tax dollars, but HUD is not in the construction business.

HUD is going to be the front for Trump's plan to revitalize inner cities despite whatever their goals were in the past.
Ben Carson is the primary outreach man...the point man in this effort.
He will have a executive officer to serve as COO and run day-to-day operations.

What is your characterization of the point of the agency?
How about: sending federal money to local politicians who take their cut and contract to builders who kick back even more to the politicians and build crappy apartments that turn into crime ridden hell holes.

In our area, parcels (blocks) are resubdivided by the municipality and HUD takes over, giving HUGE incentives to builders. Houses are sold on the cheap to people who qualify and they have to live there for at least 5 years.
There are also plenty of HUD homes on the block. Builders get them at auction and rehab them.
The object is to provide housing opportunities.
