She only dropped in the State courts because she knew she could not win.

Hence, Jill wanted to shop a Federal Judge that would do it.

I have seen no evidence other than claims made by people in the Stein campaign to support the $7 million figure.

I don't necessarily doubt that she raised it, but she had to pay a big chunk of it to Wisconsin for what is looking like a futile recount effort on her part. I suspect she really didn't raise the money to pay these fees to the states, and that she really wants to use it to pay lawyers, consultants and her campaign staff.
