There is a contingent of Military that do not vote until they are out of service. Non-partisans.

Don’t vote. There is a school of thought in the armed forces that careers officers should not vote in order to avoid getting entangled in partisan politics.

It goes back to the early days of the Republic, so Petraus’ position is not new. I never subscribed to this thinking, but I know several career officers, whom I respect, who consciously do not vote.
