Actually, under Wisconsin law any candidate on the ballot must be granted a recount for any reason whatsoever. However, the recount cannot begin until the candidate posts a bond equal to the estimated cost of the recount. If the candidate is successful, the bond is returned, if not, forfeited.
Wisconsin election officials have no discretion as long as she’s willing to pay.
