There has not been a recount, there has been a review and certification.

Apparently the writer thinks a review is the same as a recount which is not the case.

To do a recount they will have to open all the machines. That has not been done and will not be done unless there is a court ordered recount.

I don't see much of a chance of that happening, there are no grounds.
