Mr. Obama offered his condolences to the Cuban people, and blandly suggested that history will record and judge the enormous impact of this singular figure. Now, he added, we can look to the future."

Aside from Raul and a few key criminals in the Cuban government, I doubt the rest of the population would have objected.
I wonder the same thing about the personality cult in North Korea. If someone murdered Kim, some of the bosses would lose their cushy positions. But, all of them live under threat at all times. I imagine the lower levels of government under both regimes do it not so much for power, but because it makes them less likely to be harmed by serial killer in chief.
