Deadline has already passed in PA for requesting recounts or recanvassing in county elections offices (you can’t ask the SOS for a statewide recount in PA).
Stein’s only chance of getting a statewide recount in PA is to go before a judge Monday and must present evidence either of fraud or wildly different vote count totals between recounts and earlier counts in order to contest the election and get a statewide recount. Stein has to wait till the SOS certifies the election before she heads into court.
Since she admits she has no evidence and missed the well known county recount deadlines, the judge has no choice under PA law but to deny her request. The law is specific in that evidence of wrongdoing (fraud) or count issues MUST be presented to the judge at the time of your request.
Only a crooked judge would allow her challenge of the election and recount request to go forward without her having evidence!
The rest of your post is correct, but this statement is slightly wrong. In PA a candidate cannot request a county recount (this has been misstated in several articles.) Only citizens, not candidates, can request at county level.
