If the re-count cannot meet the certification deadline imposed by the constitution (12/13), the state legislature is empowered to appoint its own slate of electors to vote in the Electoral College (12/19).

Inasmuch as both houses of the legislature of all three states are controlled by Republicans, Trump will not be denied any EV.
