Introduction
Elections are often decided by a few votes. In many cases they are decided by one or two votes out of the several hundred or even several thousand votes that are cast. An election may even end in a tie vote. These circumstances encourage a candidate, typically the one who loses the election, to have all the ballots counted again to assure all legal votes are counted properly, any illegal votes are not counted, and the proper procedures for conducting the election were followed by the election officials.
The process of counting the ballots again is known as a recount. There is no automatic recount. The procedures for requesting and conducting a recount are spelled out in the election laws. A recount is the exclusive remedy to test in court the right of a candidate to hold office based on the number of votes cast at an election.
This manual explains the statutory requirements for requesting a recount, attempts to explain ambiguity in those statutes, expands on the statutory requirements with recommended procedures for conducting a recount, and contains sample forms for use during the recount.

The recount is a machine recount. They haven’t qualified for a hand recount.
people say this recount was started not because of Trump, but because Steins people feel they were cheated by the Clintons, especially in Madison.
Stein and her folks are NOT Clinton fans, and want the recount to show CLINTON fraud.
This is why the Clintons are offering to “help”.
The MSM is trying to make this a story about Stein and Clinton holding hands to fight off TRUMP corruption. BS, this is about Clinton corruption in Madison co where Stein should have done much better.

This is contrary to Wisconsin law.
Wis. Stat. § 9.01(1)(a)2.b
[Each verified petition under subd. 1. shall state all of the following:] That the petitioner is informed and believes that a mistake or fraud has been committed in a specified ward or municipality in the counting and return of the votes cast for the office or upon the question or that another specified defect, irregularity, or illegality occurred in the conduct of the election.

Stein has presented no factual basis to believe that a mistake or fraud has been committed in the counting and return of the votes cast.
Neither Stein nor Halderman have specified a defect, irregularity, or illegality has occurred in the conduct of the election.
Stein and Halderman have presented “what-if” scenarios (see Item 8 in Halderman’s affidavit). They have also exaggerated and lied in order to cast fear and doubt into the public's mind.

PA and Mi deadline is the first of next week. I expect she will file in those states as well.

Rather than presenting evidence of an irregularity in the conduct of the election and therefore requesting a recount, Stein wants a recount in order to determine if there is an irregularity.
Hopefully this stunt will disabuse President-Elect Trump of his notion of misplaced charity towards Hillary! Lock her up!!!!!
As a former Wisconsinite, born & bred, I have confidence that the good people of my state will do the right thing, and certify Donald J. Trump.
Recounts are nothing new for Wisconsin. Dems fight till the last taxpayer dollar is spent. We know how to fight back. State Supreme Court is 5-2 conservative if a court fight ensues.
