The problem with that is that experienced contractors have deep knowledge of how the agencies work. They know the personalities, the internal politics, the federal professional staff, and the systems that are used. When a contractor gets the boot, you lose a lot of that expertise and insight. I’ve seen the effects of that first hand. It took the agency years to recover from one particular contractor’s departure (forced out because of direction from above to recompete the contract). It cost the agency in terms of time, money and the quality of work.
Not saying a contractor should never be replaced. Just saying you don’t do it without some consequences.

That’s a good question. Like everything else on Capitol Hill, its complicated. lol
The fillibuster does protect the minority, and Republicans will not always be in the majority so they have to consider that. That is an argument for keeping the fillibuster. But an argument could also be made that key things need to get done and shouldn’t be obstructed by a fillibuster.
Back in 2013 the senate Dems changed the rules so they could block the fillibuster with respect to nominations. So they only needed 512 votes instead of 60. (Reconcilions cannot be blocked by a fillibuster either.) Senators in general like the power of the fillibuster for obvious reasons.
Not having the fillibuster “tool” could conceivably allow Democrats to pass all kinds of crazy legislation. For that reason, I like the fillibuster as a protective device. That said, the Democrats knew when they changed the rules that it could come back to haunt them. I would like to see the fillibuster temporarily removed (say for one year) to give them a taste of their own medicine, and then restore the fillibuster in its entirely back to the way it was pre-2013.
There is a long history of fillibuster issues and I’m sure someone could write many counter arguments.

I agree that we need to nuke the filibuster to take advantage of this window of opportunity, and if we put Pence to preside over the senate it would give us one more vote but ....sooner or later the dems would bribe enough repubs to pass something yet, it would be harder for them than for us.
The risk is worth the reward, Supreme Court Judges, Immigration Control, Taxes, Better Health Care ...otherwise the dems will stall everything.
