That is not a bad idea. In fact a lot of innocent people lost money and property and had no way to made whole even though they were innocwent.

Getting rid of civil asset forfeiture is a GOOD IDEA.
Doing so would benefit everyone except corrupt law enforcement agencies.
He has some good ideas actually, like reforming civil asset forfeiture.
