Not everyone can think of everything that needs doing. The problems, they are bountiful.
I agree a wish list would be a good idea.
I have some ideas on how he could make a start on jobs, steel industry, heavy equipment industry, infrastructure, and drought and flood control at almost no net cost. Just expand the Army Corps of Engineers, recruit people specifically for it, buy a lot of new equipment from Caterpillar etc. and set them to work building levees and flood relief channels and settling ponds along the Mississipi and other rivers as well as a lock system to keep the river at a navigable level during droughts. We should be minimizing the amount of clean fresh water we allow to reach the ocean, keeping as much of it as possible where it can be used to “green the west”. Use Federal lands wherever possible to create new waterways from the western rivers that feed the Mississippi and keep that water in the west. Pay for this expansion with bonds paid back by savings in the Federal Flood Insurance program and sales of water to farmers and industry in the new lands opened up.

THAT is a great proposal! I have been arguing with friends for years that the surplus of water in the middle of the country in “flood” months should be diverted to the West. It’d be a heck of a project, but scope doesn’t make something impossible, if it is well thought out.
I think my biggest difference with your plan is that I’d not have the Corps do the actual construction - that could be ramped up to be done by private companies under the supervision of the Corps.
Also, most of the Missouri / Mississippi River system lock system is already in place — what is needed is enough water in reserve to feed it during dry months or even droughts. Get really ambitious, and even added management of water in the lower Ohio River could be included. No need to blow up the “Birds Point Levee” as a safety valve, if anyone remembers that...
IMO, the water shortages out West could be addressed first, which would surely have economic benefits. Plus, sales of water to those now short of it (Las Vegas, much of CA, etc.) would help finance the next phase (your greening of the West.)
Then... We keep hearing the world is running short on food — with the completion of “phase 2” we really could feed (sell food to) the entire world, aquaculture included. Your point about river shipping is well taken as well: That is a BIG deal, and could probably even be extended in range somewhat. Even recreational and tourism opportunities could be increased, although, I would observe that in the region I’m in (Mid-South) many existing facilities are lightly used.

If McConnell meets with Newt and explains what the Senate can do in 100 days and why the rest is not on the first 100 day list, I would be okay with that if Newt is. Do what is possible in that first time window. Then push for a second 100 days on the rest of the agenda. If McConnell is being his RINO establishment self, then it's time for him to find a new position in the Senate.

I suggested the Army Corp because it would not require new legislation and spending bills. It seems like a workforce we are already paying for and adding workers at lower wages than a private contractor would charge per man-hour. Being the Army, it would also provide a disciplined job training environment for a lot of aimless blue collar youths that would land them good civilian jobs after their enlistment was done. I’d even look at early release for young first-time non-violent offenders in prisons — reduce prison costs and population by “paroling” them to the Army ? Giving jobs to inner city youths and reducing the youth prison population would make Trump more popular with the black and latino population.
There are so many union rules for federal works projects that I think the cost must be higher than using the Corps. The “private contractors” never seem to deliver under budget or ahead of schedule when it is a government project, and some of that is laws that require union workers. Not sure what Trump can do about that.
One private solution might be to let private developers do the work in exchange for the development rights and grants to open new public lands. Let them build the levees and flood control that will provide the water needed to make the new lands viable for industry and farming and new communities, then develop the lands and build the highways to reach them, and make their money back leasing or selling the newly developed lands. Then they would have incentive to get it done as fast as possible at the lowest cost since it is their own money.
Every time I see flooding of towns along rivers, I am always struck by both the waste of water and the hit the federal flood insurance and taxpayers take. It makes sense to me that if flooding can be prevented the Flood Insurance fund won’t get hit, so let the insurance fund pay for the prevention.
The EPA should be restricted to preventing and cleaning up actual pollution (which CO2 is not) which should include worrying about the effects of floodwaters. Not to mention the way water washes toxic materials in an obviously uncontrolled manner everywhere. They said the water in the streets of New Orleans during Katrina left chemical burns on some people that had to wade through it. So one way or another, getting water and flood control infrastructure going should be doable without waiting for Congress to fund it. The Corps is there and the EPA has authority over the waterways under the auspices of pollution prevention. A new downsized pollution centric EPA could be fully occupied this way while it dies of attrition.
I interpreted McConnel’s remark as “not on the agenda at all” and not “not in the first 100 days”. I hope you are right.
There's 3 and 2/3 years left after the first 100 days in the first term to address lesser items....
