No, not necessarily.

As things stand now, campaigns go after EVs, because that is how you win elections. You need popular vote wins in selected localities, but NOT on a national level.

Change the system to a national popular vote, and campaigns will change how they go after a win.

The national popular vote is irrelevant in the present environment - it is comparing apples and oranges, it is a canard thrown in our faces by the loser of an election, for the sole purpose of delegitimizing the actual winner. Happened with Bush 43, is happening now with Trump.

The person to whom your are addressing thinks Popular vote matters. It patently does not when considered nationally based on pure totals.

Our presidents are elected by the electoral college which consists of electors from all states, not NYC, LA, Miami, SF, Chicago, etc.

The electoral college is a balancing apparatus to protect the interests of widely dispersed STATES of this UNION....not a couple of vastly overcrowded cities.
