Au contrair. It IS the (illegal\unconstitutional) programs, along with the (ditto) ‘govt control’.
Though, it’s MUCH easier to state, “That which is not specifically authorized in the Constitution is thereby verboten”.
I can’t think of but a handful of ‘programs’ that wouldn’t specifically violate any number of Amendments (especially #5), like say, police (vs. schools, fire & rescue).
