The article is referring to the hacking of her private server and I have no doubt that the Russians, the Chinese, probably the Iranians and others have really done so. Likewise, I believe Steve Pieczenik when he says that people within the US government are releasing some of those emails to Wikileaks.
ANY intelligence agency, including our own, would consider the private emails of any high-ranking government official an A-1 source of information, especially if that official is using a private server or private email account to circumvent official communication.
Notice how the FBI said they looked in to this and found out that it was not true.
