How is this legal?

This is silly - who is going to believe some stranger is going to vote the way you expect them to, with no possible proof? Plus it has be to completely illegal - they should arrest these people and prosecute them for voter fraud.

It's protected by the First Amendment.

There were two similar websites in 2000. One was shut down the California AG, and the second shut down on its own after what happened to the first one.

A subsequent ruling by the 9th Circuit said it was protected free speech, and was different from buying/selling votes:

We Freeper Trump supporters can use this app to our advantage. Here’s how: We all download the app and pretend to be Jill Stein supporters in swing states. Hillary supporters in blue states then offer to vote for Stein if we promise to vote for Hillary. Hillary’s number of popular nationwide popular votes gets reduced, and we prevent a vote swap that otherwise would have happened between the Hillary supporter and a real Stein supporter from actually happening.
