How is this legal?

It's protected by the First Amendment.

There were two similar websites in 2000. One was shut down the California AG, and the second shut down on its own after what happened to the first one.

A subsequent ruling by the 9th Circuit said it was protected free speech, and was different from buying/selling votes:
