OK, I could be wrong but the election on Nov 8 is not a federal operation. It is an election for a slate of electors that takes place in each individual state according to the laws of that state. A declared federal state of emergency should not have an effect on the election in any particular area except Washington D.C.
Obama cannot suspend or delay the election. That does not mean he won't try.
Here is the real scary part. Let's assume that it becomes obvious by Sunday that Hillary is going to lose. On Monday some attack(s) take place. Obama declares an emergency and marshall law and illegally suspends the election. One third of the population would go nuts. One third wouldn't care. One third would be all for it.
