The article contains some conflicting information. The victim in this case — the owner of the florist — seems to know that the legal fees now exceed $1M. And the article says the case could bankrupt her.

Bankrupt her in the sense of costing her civil fines and the requirement to shut down her business, if the Washington regulation or regulatory decision is not struck down.
