The corruption is so obvious and extreme that at this point I don’t think the DOJ really has anything to lose by interfering as much as it possibly can.
In for a penny, in for a pound. It will take something akin to an act of God for Lynch and company to issue an indictment.

Since Lynch deferred to the FBI’s recommendation in the initial investigation, why wouldn't she do so now?
She would avoid appearing to interfere with the current investigation.
What has changed?
