The Iranian Revolutionary Guards Corps, the country’s elite military force, is sending assets to infiltrate the United States and Europe at the direction of Iran’s Supreme Leader Ali Khamenei, according to recent Farsi-language comments from an Iranian military leader.
The IRGC “will be in the U.S. and Europe very soon,” according to the Iranian military commander, who said that these forces would operate with the goal of bolstering Iran’s hardline regime and thwarting potential plots against the Islamic Republic.
“The whole world should know that the IRGC will be in the U.S. and Europe very soon,” Salar Abnoush, deputy coordinator of Iran’s Khatam-al-Anbia Garrison, an IRGC command front, was quoted as saying in an Iranian state-controlled publication closely tied to the IRGC.
The military leader’s comments come as Iran is spending great amounts of money to upgrade its military hardware and bolster its presence throughout the Middle East and beyond. Iran intends to spend billions to purchase U.S.-made planes that are likely to be converted for use in its air force.

It’s not an act of war, it is a combination of Iranian posturing and with a little bit of espionage thrown in.
The IRGC is the mullah’s version of the Nazi SS. A politically reliable organization to accomplish a variety of tasks. They have military forces, intelligence assets, and have both sponsored insurgencies (Hezbollah is a major client) and fought dissidents and small guerilla forces within Iran.
While it is almost certain they have people on the ground in the US, their focus is likely on intelligence gathering about US efforts in the Mid-East and Iranian dissident groups resident here. Neither is a new operation, they likely have had people here since 1979.
Open source reporting indicates that they have had to bring in regular Iranian military forces to supplement the IRGC ops in Iraq and Syria. Which is an admission that the IRGC is stretched.
Iran, despite the cash Obama returned to them, does not have unlimited resources. They continue to use dated Shah era weapons, not because nobody will sell them stuff, but because those who will (Russia, China) insist they pay for them in full upon receipt. They have to prioritize what they buy and/or make. The Air Defense system they just bought from Russia was not cheap, a lot of the cash they received is likely now in Russian banks.
