Correct me if I’m wrong, but since this is a matter of classified information, how is it that they can just throw a crowd of uncleared people at this to review the data?

You're not wrong. I was wondering the same thing.

The FBI has already established there was Top Secret Codeword information on the server. That means they have to limit access to the handful of people that have that level of clearance -- because they might encounter it.

Even in the FBI, that will only be a handful of people. By design, Codeword clearances are limited to only the people with a need-to-know, and as soon as they no longer need it, the clearance is terminated. It can be reinstated more easily than clearing a new person, but it's not as easy as "flipping a switch".
