I see this as Comey being a hockey referee doing a make up call. (For the three of you that follow hockey)
Comey could not say, “It is not criminal.” The FBI DOES NOT investigate a case without their suspicion of criminality. In this case, due to the circumstances of the ongoing election, one has to believe the FBI suspicion of criminality is huge. It is the only reason Comey agreed to re-open the case.
Hillary and her family are going to jail.
