If an impeachment, or other thing (like Trump winning) knocks her out of office, is she liable to a plain vanilla criminal prosecution too? Trump seems to talk like she is.

RICO prosecution can be brought by anyone. You and I could do it. It does not require the intervention of the Justice department OR the FBI.
For RICO violations, Shrillary is the most target rich environment I can think of.
