Why wouldn’t the warrant given NYPD extend to other law enforcement investigations?

If the NYPD took possession of Weiner's computer(s), it was done as part of their investigation into his sexting episode with his kid lying on the couch next to him.

If the computer(s) have any evidence that implicates someone other than Weiner (Huma Abedin, for example) in a separate crime, then they would probably need a separate warrant.

Warrants are ad hoc devices. You don’t get to serve a warrant and then just start looking for things unrelated to the original investigation.
